Koizumi says, "you don't need to be able to read kanji to be the prime minister of Japan!" which is a joke aimed at current PM Aso, who has made some mistakes while reading kanji...
The ironic part of this is that some say although Aso intended to gain support from Otaku by mentioning that he was one of the Otaku, and gave many hopes to them, he kind of ruined the image by telling the entire society that he can't read Kanji, as if all the Otaku can't read Kanji because all they do is read manga and games.
